In normal dungeons, rare monsters have approximately a 25% drop rate based on player experience. The rate may be slightly higher for harder difficulty tiers. For end game bosses, the estimated drop chance per difficulty is: Mythical 100%, Legend 100% ( 40% If a Mythical Dungeon is available ), Master ~40%, Expert ~5%, Adept ~2%.

This requires a combination of two of the following to tank Kali's first hit: 15% HP badge, resist latents, high HP water inherits. On top of the guaranteed heart cross, 6 blue orb spawns nearly guarantees killing monsters in one turn each. And it can even burst past AMeimei's defense if one does a row+5match + heart cross. It's possible to use a defense breaker or true damage inherit to make the high def floors faster, but she's pretty unkillable on those floor anyways.
