What this buff does is allowing you to run Freyr as a partner instead of a dual Raoh to gain his enhanced RCV without loosing as much damage as before. Basically you will be dealing as much damage as current Raoh/Raoh but with that delicious RCV. From seeing JP players in Youtube using Cloud teams, their HP reaches up to a whopping 40k, enough to tank Dairy Queen Hera's annoying preemptive. Raoh would typically run on Rows, as his Leader Skill says it all, but his teams can still run with TPA subs as well, since his LS activates at 4 connected orbs. A TPA can give you an okay 3x ATK multiplier (or 9x for both Leaders), which is decent enough when paired with multiple-TPA users.
As for subs, you'll typically want low cooldown Orb Changers with rows on them. Here are excellent subs of Raoh.

Sonia (chibi recommended) - Though her active is at a high CD, she's a perfect sub due to the double Fire (and Dark) rows, and a Whole Board Change that complements Raoh since his appearance in PAD. She also has a very helpful Time Extend Awakening.
Awoken Minerva - Hands down one of the perfect subs for Raoh. Very low CD, unbindable, nice Jammer resists, and nice stats. However, she takes away Dark orbs, and only has one row. Still a nice sub, though.
Laila - Another perfect sub for Raoh due to her low CD and automatic Row-generating active. She also has a nice Skill-Lock Resist, a TPA for backup, and high RCV to complement the HP multiplier. Downsides are: she has low stats, and has only one row.
Belial - Assuming he has a skill-up fodder, he'd be another great sub for Raoh due to his (potentially) low CD orb changing skill, and two rows! Here's to hoping for a skill-up fodder—or better yet, a new Ultimate or Awoken evolution!
F/W Cao Cao - High HP and ATK, nice Delay and orb change at a fairly low CD, topped off with a Skill-Lock Resist and double TPA for backup. Only downside to him would be him having only one row.
Chiyome - Extremely helpful low CD orb change, one TPA, okay RCV, and a nice Blind-Resist that'll be helpful when paired with Minerva's Jammer-Resist. Downside is that she has low ATK and only one row.
Awoken Freyr - Burst for bosses and Haste is nice, but his Awakenings is the cream of the crop. double Rows, double TPAs, double Skill-Lock Resist.
Ultimate Misato - Double Orb Change and Haste at a fairly low cooldown, unbindable and clears binds, fairly high stats, and has double TPA which is good for backup.
Scarlet - Double Rows, automatically generates 4 Fire orbs plus Haste, giving you a sure multiplier on that turn, not to mention that it's on a low CD, nice RCV, and double Skill Boost.
Dino Rider - One row and Double TPA, very nice Orb Change at a fairly low cooldown, nice ATK.
Awoken Leilan - Double Rows, Skill-Lock Resist, and a nice Whole Board Change with Haste at a fairly low cooldown.
Kiriko - Whole Board Change, generates much needed Hearts and Fire Orbs, very nice RCV, but only has one Row
ROdin - QUAD ROWS
Sanada - Double Rows, fairly low Orb Change and Fire Enhance, and a nice Skill-Lock Resist
He's a pretty cool guy
I understand that, with lower HP and less attack power,
players will get the privilege to enjoy the handicap, thus experiencing a real challenge and the delights of getting killed easily by insane pre-emptive attacks.
With that in mind, Yamato is a good sub for Fire Butterfly Team, trust me, I am sure of that ~
Possible options: Urd into Raoh/Sanada; Kiriko into Raoh/Chiyome; A. Leilan into Chiyome/Belial/Dino Rider.
Raoh differs from the Heroes, however, in a new role his HP boost could introduce to him: making a Ronia/Beelzebub-esque tank team with A. Freyr. In such a team, the Urd-Sanada combo is absolutely vital and superior to anything RoBeelz had in their prime, allowing you to heal while bursting and giving you a free orb enhance.
Raoh/Scarlet x4 is going to be an incredible team, with a system like the Scarlet X6 stuff, but with a much better leader skill.
+'d, 60k hp, 4k rcv, 20.25x multiplier with 12 rows, 8 guaranteed fire orbs every turn + whatever you get from converting hearts/jammers/poison with raoh.
