They have to word it as 1.3 for every one because otherwise, they would be wording it as using it on a team with 3 TPA total or less will actually REDUCE your attack damage.
It's how they've always worded it, having x1.2 for Ronia, LKali, and super ult Kirin, x1.3 for Awoken Norse…
And that's why I'm certain that, because adding TPAs adds multipliers, the formula is "1 + (0.3 x number of awakenings)". x4 damage boost is insane enough already. I doubt GungHo's so stupid that they'd throw away all diversity by giving MORE than a x7.8 multiplier to a Kanna team.
EDIT: Nevermind, did a bit of research after posting this.
Given the relativley high cooldowns, lack of other effects, and the different order of wording in the original Japanese text (looks more like "For 1 turn, attack boosted, for [text]" rather than "Attack boosted, for 1 turn, for [text]")...it does seem like a scaling boost.
Still seems strange to me, getting active skill boosts that will go up to 4x and beyond, though it might give extra life for teams that try to tank until a good opportunity to burst, but have to give up power for survivability in the leader skills.
